EU multiannual financial framework (MFF) negotiations

Sector specific legislative acts

From mid 2011 onwards, the European Commission made about 70 sector-specific proposals in activity areas such as:

  • Research
  • Cohesion policy
  • Agriculture and fisheries
  • Environment
  • Justice and home affairs
  • Foreign affairs.

The proposals define the conditions of eligibility and the criteria for the allocation of funds.

The key political elements with important financial implications of these proposals are dealt with in the political track of the MFF negotiations.

The technical aspects of the proposals are negotiated in the different Council configurations in the legislative track.

The legislative work can only be finalised when an agreement on the political issues has been reached, probably by early 2013.

The sector specific acts like the other parts of the MFF package will also apply to Croatia when it becomes the 28th EU Member State in 2013.

The existing sector specific acts under the MFF 2007-2013 include a number of specific provisions on the expenditure side. These provisions are additional mechanisms to cater for the specific situations of some Member States and regions.
