On 3 November 2009, the first formal EU-US Summit with the Obama administration was held in Washington, DC. This was the second occasion for President Obama to meet with EU leaders after the informal EU-US Summit in Prague, on 5 April 2009. The EU was represented by the President of the Council of the European Union, Swedish Prime Minister Fredrik Reinfeldt, the EU High Representative for Foreign Policy, Javier Solana and the President of the European Commission, José Manuel Barroso. The Leaders discussed a wide range of global and regional issues such as climate change, the global economy, Afghanistan, Pakistan, Iran. On 5 April 2009, US President Obama met in Prague with the Heads of State and Government of the 27 EU Member States to further deepen the EU-US partnership and discuss issues such as climate change and energy security, the global economy, regional issues such as Afghanistan and the region between the Mediterranean and the Caspian Sea. On 10 March 2009, Vice President Biden met at a working lunch with High Representative Javier Solana and other senior EU officials, including Czech Deputy Prime Minister Alexandr Vondra, Czech Foreign Minister Schwarzenberg, Commissioner Ferrero-Waldner, Swedish Foreign Minister Carl Bildt, and NATO Secretary-General Jaap de Hoop Scheffer. The discussions focused on Afghanistan and the role of the EU in partnership with the US.

On 6 March 2009, the Secretary of State Hillary Clinton met for the first time with the EU Ministerial Troika, represented by Foreign Minister Karel Schwarzenberg, Commissioner Benita Ferrero-Waldner, and High Representative Javier Solana. The consultations covered a wide range of issues such as the situation in the Middle East, the relations with Russia, the closure of Guantanamo.
