Serbia's application for membership of the EU was submitted on 19 December 2009.

At its meeting 25 October 2010, the Council decided to implement the procedure laid down in Article 49 of the Treaty on EU and invite the Commission to submit to the Council its opinion on this application. The Commission delivered a positive opinion on 12 October 2011 and recommended that Serbia be granted the status of candidate country.

On 9 December 2011, the European Council asked the Council to examine and confirm that Serbia had continued to show credible commitment and achieved further progress in a number of areas. In the light of its examination, the Council was asked to take a decision in February 2012 on granting Serbia candidate status, to be confirmed by the March European Council.

On 1 March 2012 the European Council granted Serbia the status of candidate country to join the European Union.

On 27/28 June 2013 the European Council decided to launch accession negotiations with Serbia in January 2014 at the latest. Moreover, on 22 July 2013 the Council adopted a Council and Commission decision on the conclusion of the Stabilisation and Association Agreement between the European Communities and their Member States, of the one part, and the Republic of Serbia of the other part. The Agreement entered into force on 1 September 2013.

The Council agreed on a framework for negotiations with Serbia on 17 December 2013.

The first meeting of the Accession Conference with Serbia at Ministerial level opened accession negotiations on 21 January 2014. The EU delegation was headed by Greece's Deputy Prime Minister and Minister of Foreign Affairs, Evangelos Venizelos. The Serbian delegation was led by Prime Minister Ivica Dačić, accompanied by Deputy Prime Minister Aleksandar Vučić.
