Croatia applied to join the EU on 21 February 2003. Based on the Commission's opinion of April 2004, the European Council of 17/18 June 2004 decided that Croatia was a candidate country.

On 3 October 2005 the Council decided to open accession negotiations with Croatia.

The Council adopted on 12 February 2008 the revised Accession Partnership with Croatia.

The seventh meeting of the Stabilisation and Association Council between the European Union and Croatia was held in Brussels on 19 April 2011 to review the accession process and the implementation of the Stabilisation and Association Agreement.

On 30 June 2011 the Accession Conference at Ministerial level closed negotiations with Croatia, thus fully implementing the conclusions of the 23/24 June European Council. Following this, the Commission gave its positive opinion for Croatia's accession to the EU on 12 October 2011, the European Parliament its consent on 1 December 2011, and the Council adopted its decision on the admission of Croatia to the EU on 5 December 2011.

The Accession Treaty with Croatia was signed in Brussels on 9 December 2011.

On 22 April the Council welcomed the Commission’s monitoring report of 26 March 2013 on Croatia’s accession preparations and the accompanying monitoring tables and commended Croatia for the results achieved. In addition, the Council considered that Croatia had shown the will and ability to fulfil all other commitments before accession and is expected to complete its final preparations for membership. Furthermore, while welcoming the progress in the ratification process, and subject to the completion of remaining ratification procedures, the Council looked forward to welcoming Croatia as a member of the European Union on 1 July 2013.

Croatia is now participating in the proceedings of the European Council, the Council and its preparatory bodies as active observer
