              <p>The European Union and Latin American and Caribbean countries (LAC) have agreed on enhanced cooperation to increase social cohesion by fighting poverty, inequality and exclusion. In a common <a title="declaration" href="http://www.consilium.europa.eu/ueDocs/cms_Data/docs/pressData/en/er/100452.pdf" target="_blank">declaration</a> signed at the fifth EU-LAC summit on 16 May in Lima (Peru) heads of state and government from the 27 EU member states and 33 LAC countries expressed their determination to "foster the welfare of our peoples in order to achieve more inclusive and cohesive societies". In this context, they confirmed their intention to meet the United Nations Millennium Development Goals before 2015. They will continue joint efforts to eradicate hunger, improve basic, secondary and professional education as well as to foster stable economic growth and employment in Latin America and the Caribbean, especially through increased trade between the two regions. In order to achieve the goals of set under this "Lima Agenda", EU and LAC countries will intensify their existing strategic partnership.</p>

              <p>The summit furthermore underlined the importance of sustainable development as a pre-condition to poverty alleviation. They reaffirmed their commitment to full implementation of international environmental agreements, especially the UN Framework Convention on Climate Change, the Kyoto Protocol and the Convention on Biological Diversity. EU and LAC countries will enhance their co-operation on climate change and energy issues as well as on the protection of biodiversity, forests, fisheries and water resources. In particular, they announced the launch of a joint environment programme (called "EUrocLIMA") with the objective of sharing knowledge and ensuring synergies and the coordination of current and future actions against climate change.</p>
              
              <p>An EU-LAC summit takes place every two years, alternately in Europe and in the LAC region. It is an occasion to develop the strategic partnership between the two regions which was initiated at their first summit in Rio de Janeiro in 1999. Since then, relations have evolved steadily, reflecting the growing importance of the LAC region on the world stage. The EU is the main foreign investor in the LAC region, its second-largest trading partner and, with 1.2 billion euros per year, also the leading provider of development assistance.</p>
              
              
              
              <p><strong>A sustainable use of pesticides</strong></p>
              
              <p>The European Union is aiming for a significant reduction in hazards from the use of pesticides. The Agriculture Council meeting on 19 May adopted a common position on a draft directive on this important issue.</p>
              
              <p>The new instrument should cut down risks from pesticide use in various ways. Importantly, member states will be required to establish national action plans to decrease the impact of pesticides on human health and the environment. They should arrange training for distributors and professional users of these products and set up awareness campaigns to inform citizens on pesticide dangers. At the point of sale, advice on safety aspects should be given to users. Aerial spraying of these substances should generally be prohibited, but some derogations would still be allowed. Specific measures, such as the establishment of buffer zones, should be taken to protect supplies of water and aquatic environments. In places where the general public runs a high risk of exposure, such as public parks and children

Member states should encourage low-pesticide-input pest management, in particular Integrated Pest Management, which uses a range of complementary, including non-chemical, pest control measures.

This directive will be adopted under the co-decision procedure, therefore it requires approval by the European Parliament.

Sommet UE-Amérique latine et Caraïbes: Programme de Lima contre la pauvreté

L'Union européenne et les pays d'Amérique latine et des Caraïbes sont convenus d'intensifier leur coopération dans le but de renforcer la cohésion sociale en luttant contre la pauvreté, les inégalités et l'exclusion. Dans une déclaration conjointe signée lors du cinquième sommet UE-Amérique latine et Caraïbes tenu à Lima (Pérou) le 16 mai, les chefs d'État ou de gouvernement des vingt-sept États membres de l'UE et de trente-trois pays d'Amérique latine et des Caraïbes se sont déclarés déterminés à "promouvoir le bien-être de leurs populations afin que leurs sociétés favorisent davantage l'intégration de tous et la cohésion". Dans ce contexte, ils ont confirmé leur intention d'atteindre les objectifs du Millénaire pour le développement avant 2015. Ils poursuivront leurs efforts conjoints pour éradiquer la faim, améliorer la qualité de l'enseignement de base, secondaire et professionnel et favoriser une croissance économique stable et la création d'emplois en Amérique latine et dans les Caraïbes, notamment par le développement des échanges commerciaux entre les deux régions.

Afin d'atteindre les objectifs fixés dans le cadre du "programme de Lima", l'UE et les pays d'Amérique latine et des Caraïbes renforceront le partenariat stratégique qui les unit déjà.

Par ailleurs, les participants au sommet ont souligné l'importancedu développement durable en tant que condition pour réduire la pauvreté. Ils ont réaffirmé leur engagement à l'égard de la mise en œuvre intégrale des accords internationaux en matière d'environnement, en particulier la Convention-cadre des Nations unies sur les changements climatiques, le protocole de Kyoto et la Convention sur la diversité biologique. L'UE et les pays d'Amérique latine et des Caraïbes intensifieront leur coopération en ce qui concerne les changements climatiques et l'énergie, ainsi que la protection de la biodiversité, des forêts, de la pêche et des ressources en eau. En particulier, ils ont annoncé le lancement d'un programme commun dans le domaine de l'environnement intitulé "EUrocLIMA", qui aura pour objectif la mise en commun de connaissances et la mise en place de synergies et d'une coordination pour les mesures en cours et à venir en matière de lutte contre les changements climatiques.

Un sommet UE-Amérique latine et Caraïbes se tient tous les deux ans, alternativement en Europe et dans la région de l'Amérique latine et des Caraïbes. Il est l'occasion de développer le partenariat stratégique entre les deux régions, institué lors de leur premier sommet, tenu à Rio de Janeiro en 1999. Depuis lors, leurs relations n'ont cessé d'évoluer, traduisant l'importance croissante de l'Amérique latine et des Caraïbes sur la scène mondiale. L'UE est le principal investisseur étranger dans la région de l'Amérique latine et des Caraïbes, son deuxième partenaire commercial et, avec 1,2 milliard d'euros par an, également son principal pourvoyeur d'aide au développement.

Une utilisation des pesticides compatible avec le développement durable

L'Union européenne vise à réduire nettement les risques résultant de l'utilisation de pesticides. Lors de sa session du 19 mai, le Conseil "Agriculture" a adopté une position commune sur un projet de directive concernant cette question importante.

Le nouvel instrument prévoit, pour atteindre son objectif, différents moyens, dont l'un des plus importants est l'établissement obligatoire, par les États membres, de plans d'action nationaux visant à atténuer l'incidence des pesticides sur la santé humaine et sur l'environnement. Les États membres devraient organiser la formation des distributeurs et des utilisateurs professionnels de ces produits et mettre sur pied des campagnes de sensibilisation en vue d'informer les citoyens des dangers liés aux pesticides. Dans les points de vente, les utilisateurs devraient recevoir des conseils de sécurité. La pulvérisation aérienne de ces substances devrait, d'une manière générale, être interdite, certaines dérogations restant toutefois autorisées. Des mesures particulières, telles que la création de zones tampons, devraient être prises pour protéger l'alimentation en eau potable et le milieu aquatique. Là où le risque d'exposition de la population est élevé, comme dans les parcs publics et les terrains de jeux pour enfants, des restrictions supplémentaires devraient être appliquées.

Les États membres devraient promouvoir une lutte contre les ravageurs à faible apport en pesticides, notamment la lutte intégrée contre les ravageurs, qui met en œuvre une gamme de mesures complémentaires, y compris des moyens non chimiques.

Cette directive sera adoptée dans le cadre de la procédure de codécision, ce qui signifie que l'approbation du Parlement européen est indispensable.
