Towards an eco-efficient economy

Environmental concerns should be taken into consideration when reflecting on the post-2010 Lisbon agenda. That is the main message of the conclusions adopted by the Council on 21 October, inviting the EU to seize the opportunity of linking sustainable development with an eco-efficient economy.

Environment ministers stressed that the current crisis should be regarded as a chance to shift to an eco-efficient economy, i.e. a safe and sustainable low carbon, resource-efficient economy. Production should be environment-friendly, based on more sustainable life-styles. This will improve the well-being of all citizens while at the same time reducing the use of energy and natural resources and minimising negative impacts on health and on the environment, especially eco-systems and climate change.

The transition to an eco-efficient economy represents new business opportunitiesand could boost the EU's competitiveness and stimulate employment. In areas such as construction and housing, transport, renewable energy and recycling, member states should make the most of employment and education policies to reduce current skill gaps and encourage the creation of new green jobs.

Green public procurement should be promoted to stimulate the future market for green products, services and technologies. Pricing should be fair and reflect the environmental costs of a product.

Ministers emphasized that the EU must take on the challenges posed by climate change and the economic crisis and turn them into a chance to enhance growth, innovation and a green economy.
