To help the people of Libya
The European Union's main objective is to protect the civilian population in Libya, confirmed the Foreign Affairs Council on 21 March. "Everything that we do has one objective – to help the people of Libya", underlined High Representative Catherine Ashton.

According to the Council conclusions, the EU is determined to contribute to the implementation of UN Security Council Resolution 1973 "collectively and resolutely with all international partners, particularly the Arab League and other regional stakeholders."
Colonel Gaddafi is asked to relinquish power immediately "to allow the Libyan people to realise their aspirations for a democratic society."
The Council confirms that the EU will continue to provide humanitarian assistance to those affected and is ready "to help Libya to build a constitutional state and develop the rule of law."
In response to the request from the United Nations Office for the Coordination of Humanitarian Affairs, the Council agreed that the EU was ready to provide support for humanitarian assistance through its Common Security and Defence Policy, with UN coordination .
The member states ask the High Representative to take further plans to support humanitarian assistance and civil protection operations and closely coordinate this work with the UN, NATO and others. Catherine Ashton confirmed that she would continue to maintain contact with the UN Secretary -General, the Arab League and the countries in the region.
In addition, the foreign ministers extended the restrictive measures against the Libyan leadership by imposing the travel ban to a further 11 persons and the assets freeze to another 9 entities.
"Today's meeting showed the EU's determination to react quickly and decisively and with one voice to the events in Libya", stressed Ms Ashton.
