Raising awareness in the event of disasters

In recent years, the frequency and severity of natural and man-made disasters have increased. To mitigate their impact the European Union has decided to develop public awareness about civil protection as part of its disaster management capacity.

The initiative aims at improving the citizens' ability to deal with catastrophes. One of the means is the single European emergency call number 112 that is insufficiently known to all Europeans. It is to be promoted to enable travellers to get in contact with local emergency services wherever they are in the EU.

It is important to gain and provide access to timely, relevant and reliable information on a catastrophe to diminish its effects in terms of casualties and damage. Authorities, civil protection resources and the public need to know how to react during and after an emergency.

The security of the rescue personnel is another vital issue to be dealt with. As crowds panic, it may be exposed to violent and aggressive behaviour and should be prepared to cope with such conduct. The public must be made aware of the significance of their reaction towards both rescue personnel and authorities to minimize the consequences of a disaster.

Diplomatic personnel play an important role in facilitating assistance to EU citizens in third countries. They should be offered training to enhance their knowledge and skills to equip them to handle emergency situations. National civil protection websites should be linked to the existing EU website, and best practices shared.
