More European co-operation on gambling issues

Gambling and betting are activities that are regulated in all member states, but to very varying degrees. In identifying common issues and problems, the Competitiveness Council on 10 December adopted conclusions taking first steps to steer the political debate on an adequate framework for the sector.
Member states' rules for the sector are based on economic, ethical, social and cultural considerations. It is a major commercial activity, contributing not only to government income through taxes, but also raising significant amounts through lotteries for projects of general interest, such as sports organisations and events, charities, and social and cultural activities. Other concerns relate to common problems, in particular combating money laundering, match fixing, organised crime and fraud which pose similar challenges to all public authorities.
Finding a balance between the interests of the economic operators and the social and legal considerations is the prime objective. The conclusions invite Member States to cooperate more closely to protect consumers, to share experiences and practices and to identify gambling operators in order to avoid illegal gambling. They also point to the need for the regulatory public authorities to supervise more efficiently gambling services. Online gambling is a particular problem due to its cross-border nature.
