At the General Affairs and External Relations Council on 8 December 2008, Javier Solana, the High Representative, presented a document updating the European Security Strategy adopted in December 2003.

In the light of developments since 2003, in particular the experience gained in the course of European Security and Defence Policy (ESDP) operations, Javier Solana proposed supplementing the European Security Strategy to also take account of new challenges such as energy security, climate change and piracy.

While the European Union is the world's largest trading power, it is also a leading global player in promoting peace and security.

It is against this background that the Council, on 8 December 2008, adopted the decision to launch the EU NAVFOR "Atalanta" military operation, in order to contribute to the deterrence, prevention and repression of acts of piracy off the Somali coast.

The EU is also launching, this week, its largest civilian rule-of-law mission in Kosovo,"EULEX Kosovo", the main objective of which is to assist and support the Kosovan authorities' efforts to establish a viable and operational system based on the rule of law, in particular in the areas of policing, justice and customs.
