EU Training Mission in Mali launched
The EU's training mission in Mali (EUTM Mali) was launched by the Foreign Affairs Council on 18 February 2013. The objective of the mission is to support the training and reorganisation of the Malian Armed Forces.

EUTM Mali will provide advice and military training to the Malian Armed Forces, covering matters such as command and control, logistics and human resources as well as international humanitarian law, the protection of civilians and human rights. The mission will not be involved in combat operations.
An advance party arrived in Bamako on 8 February and will start its expertise and advisory tasks in the coming days. Military instructors are scheduled to be deployed before the end of March.
The operation is an integral part of the EU's comprehensive approach to the situation in Mali and the Sahel. It is intended to help improve the military capacity of the Malian Armed Forces in order to enable them, under civilian authority, to restore the country's territorial integrity.
The training will not only concern military techniques, as respect for human rights will also be given much attention. As part of its wider engagement, the EU is going to finance the deployment of civilian human rights monitors from the African Union, Ecowas and the United Nations.
Brigadier General François Lecointre from France is the EU mission commander for around 500 staff. The shared costs of the operation are estimated at €12.3 million for the initial mandate of 15 months. The headquarters will be in Bamako, while training is to take place in Koulikoro.
Following the Malian government's adoption of a transition roadmap which aims to restore democracy and stability through an election process, the EU has decided to resume its development cooperation with Mali. €250 million may be mobilised, mainly for restoring democracy and peace through reconciliation, conflict prevention and supporting the electoral process. In addition, cooperation will focus on food security, water and sanitation and relaunching the economy.
