On 23 February, the Council discussed the situation in Afghanistan and the guidelines for the EU's future strategy. The priorities were the presidential elections planned for 20 August this year and the EU police mission EUPOL Afghanistan.
This mission was launched in June 2007 to support the reform of the Afghan national police by the deployment of EU police officers. In time, 400 policemen will be deployed. Their task is to advise, train and monitor the Afghan police forces. 18 EU member states plus Canada, Croatia and Norway contribute to the mission.
The EU's engagement in Afghanistan dates back to 2001. The initial military action has been supplemented by political, civilian and judicial efforts to reinforce democracy, build up the country's capacities, create stability and economic development, improve living conditions and ensure respect for human rights.
From the start, the EU (European Community and member states combined) has been one of the key donors. In total, it has collectively pledged more than 10 billion euros for reconstruction during the 2001-10 period.
The Council reaffirmed the EU's commitment in Afghanistan and will continue to examine how to enhance European support to its people and government.
