The procedures for convening an InterGovernmental Conference are set out in Article 48 of the Treaty on European Union. The following documents were drawn up as part of the process of preparing the InterGovernmental Conference. They include the opinions of the European Parliament, the Commission and the European Central Bank, as well as other documents prepared in advance of the opening of the Conference on 4 October 2003.
