Consiliul se întruneşte în şedinţă publică atunci când deliberează sau votează acte legislative.

Primele deliberări ale Consiliului cu privire la propuneri importante fără caracter legislativ sunt, de asemenea, publice.

În plus, Consiliul organizează periodic dezbateri publice cu privire la chestiuni importante care vizează interesele Uniunii şi ale cetăţenilor săi.

Dezbaterea privind programul pe 18 luni al Consiliului Afaceri Generale, precum şi priorităţile celorlalte formaţiuni ale Consiliului şi dezbaterea programului pe cinci ani al Comisiei sunt publice.
